Tampa International Airport
Flagship deployed TRAX across Tampa International Airport (TPA) at the height of the pandemic. The 58 throughput counters that went in to manage disinfection demand ended up doing something else: they tracked passenger traffic all the way back up, and Flagship staffed to what was actually happening.
Counters installed for the downturn that measured the recovery.
Tampa International Airport is the fourth busiest airport in Florida. During the height of the COVID pandemic, TPA and its janitorial contractor Flagship needed more capable cleaning software to meet increased disinfection and sanitation demands.
Flagship contracted TRAX Analytics to bring Clean+Inspect and SmartRestroom in airport-wide. TRAX installed 58 battery powered throughput counters to monitor passenger usage across all landside and airside public restrooms.
What the counters were bought for and what they turned out to be worth are two different things — and the second is the more useful story for any airport reading this page.

The Challenge
The pandemic raised the cleaning specification and removed the ability to predict demand at the same time. Passenger volumes were unlike anything in the historical data, disinfection requirements were higher than they had ever been, and the old planning inputs were no longer worth anything.
Flagship also had to run mobile inspections at scale — over 230 locations across all terminals — and needed to know which of them were performing and which were not. Without that, more inspections just means more paperwork. For contractors providing airport janitorial services, the inspection record is what proves the work to the client.
The Solution
TRAX installed 58 battery powered throughput counters covering all landside and airside public restrooms. Flagship could watch passenger restroom usage from the beginning of the pandemic and follow it as it climbed back through 2021 and 2022, and pivot staffing in real time as demand returned.
Clean+Inspect was implemented across more than 230 locations spanning all terminals. The TRAX project management team configured every one of those 230 locations inside the platform, so Flagship’s mobile inspections run efficiently and the highest and lowest performing locations in the airport are visible rather than anecdotal.
The TRAX Client Success team trained Flagship supervisors and frontline staff on the platform, and supplied supporting documentation for questions that came up after training.
What TRAX deployed
- Clean+Inspect and SmartRestroom airport-wide
- 58 battery powered throughput counters across all landside and airside public restrooms
- Clean+Inspect across more than 230 locations spanning all terminals
- Full platform configuration of all 230 locations by the TRAX project management team
- Performance visibility across the highest and lowest performing locations in the airport
- TRAX Client Success training for Flagship supervisors and frontline staff
- Supplemental documentation supplied for post-training questions
The Benefits
- Passenger restroom demand tracked live through the most unpredictable period in the airport's history
- Staffing pivoted in real time as travel returned, instead of on a forecast that no longer applied
- Mobile inspections across 230-plus locations run from the platform rather than on paper
- Highest and lowest performing locations identified by data, so attention goes where it is needed
- Battery powered counters, meaning no cabling project inside an operating terminal
The deployment has been running airport-wide since September 2020 under a five-year contract. Flagship used throughput data from the 58 counters to follow passenger restroom demand from the bottom of the pandemic through the return of normal travel in 2021 and 2022, adjusting janitorial staffing as demand rose.
